3. Issues in Construction and Development of Characteristic Towns for Ecological Migration Ecological migration

town is a compound type ecological system, in which high degree of harmony and unity is achieved in society, economy and culture. Material interchange, energy flow, nformation transfer etc. in the system form a interlocking network of functions such as cyclic regeneration of materials, best economic benefit, social harmony etc. However, in reality, for reasons such as time limitation, heavy tasks and insufficient experiences in resettlement of ecological migrants, many issues happened in the construction and development of ecological migration towns, and thus the development of local economy is affected. First, the conflict in urban land is highlighted. With the acceleration of construction of towns for ecological migration, conflict in land use is very outstanding. The scale of population in resettled towns and land use is very large. So the conflict between people and land is enlarged,

The dispersed land use in the town causes issues such as over dispersed layout, oversize town frame etc. in land use layout of resettlement. Second, infrastructure construction of the ecological migration town is falling behind. This is because the ecological migration town is mainly constructed on the basis of the original market town which is usually constructed long rivers or street. This construction lacks scientific and reasonable layout and clear development direction. Different unctions zones intersect with each other and develop to the outward direction. There is a lack of far-seeing plan. In general, house buildings there are featured by disorder, large building density, poor ventilation and lighting, lagging sanitary condition etc. Since infrastructures of the ecological migration town is too weak, its capacity on sewage treatment and collection is also very poor, much sanitary sewage is discharge to rivers nearby, thus the local water environment is polluted. Besides, the capability of the town on refuse disposal is poor, so that it usually happens that the town is surrounded by rubbish. Third, there is a lack of fund for construction of the ecological migration town. Ecological migration towns are usually located in poverty-stricken areas of low economic development level. The industrial base in these areas is weak. And the issue on industry hollowing is also outstanding. Thus it comes to shortage of funds.

4. Countermeasure for Accelerating Construction and Development of Characteristic Towns for Ecological Migration

4.1 Scientific and Reasonable Planning of Ecological Migration Town

Implementing ecological town planning in a scientific and reasonable way is a comprehensive job for researching the future development of ecological migration towns, having reasonable layout of ecological migration towns and arranging construction in ecological migration towns. It is a nice plan

for the development of ecological migration towns in a certain period and an important basis for construction and management of ecological migration towns. It can be said that it is a job of both policy and scientificity. Theories of different disciplines such as economics, ecology, bioengineering etc. shall be applied comprehensively to define the future development direction, scale and layout of ecological migration towns according to features of different ecological migration towns. Firstly, we shall be positively in constructing a scientific and standard city construction system, select the method for emphasis break through, give effects such as gathering and spreading etc. of the industry into full play and form an urbanization development pattern promoted by layers. Secondly, we shall scientifically set commercial and trading zone, living and residence zone, institutes and colleges district and entertainment in each ecological migration town. Each piece of public greenbelt shall be distributed reasonably in the town. The greenbelts shall be constructed comprehensively according to topography distribution of the town to promote the ecological migration town develop from greening town to park town and ecological town.

4.2 Intensifying Infrastructure Construction of Ecological Migration Town Infrastructures refer to various public facilities which provide both material production for the town and convenience for living of local residence. It is an important for the existence and development of a town. With the increasing improvement of urbanization level, the promotion role of infrastructures on the development of the town is more outstanding. It becomes important content which promotes the sustainable development of the ecological migration town. In recent years, new achievement has been gains in construction of infrastructures in ecological migration towns in our country. Bu the overall level is still very low. The construction and economy development is still in an unbalanced situation. Therefore, in the mean time of carrying out migrate resettlement; we shall try all efforts to develop infrastructures such as traffic, information, water conservancy, electricity power etc. to create a better hard environment for construction and development of ecological migration towns. In the development of new area and reconstruction of old areas in the ecological migration town, we shall abide by the objective law from the overall efficiency of the town to from a reasonable system which is in line with the local economy development level and marketization degree. 3.生态移民特色城镇建设与发展问题

生态迁移镇是一个社会，经济和文化高度和谐统一的复合型生态系统。系统中的材料交换，能量流动，信息传递等形成了物质的循环再生，经济效益最佳，社会和谐等功能的互锁网络。但实际上，由于时间限制，重任务不足等原因导致生态移民缺乏安置经验，生态移民城镇建设发展中出现了许多问题，影响了当地经济发展。首先强调城市土地冲突。随着城镇生态移民的加快推进，土地利用冲突非常突出。重新安置的城镇和土地使用人口规模非常大。所以人与地之间的冲突扩大了，

城镇土地利用分散化造成移民安置土地利用布局过分分散，城镇框架过大等问题。二是生态移民城镇的基础设施建设落后。这是因为生态迁移小镇主要是建设在原来的市镇，通常是沿长河或街道建设的。这种建设缺乏科学合理的布局，发展方向不明确。不同的区域彼此相交并向外发展。缺乏长远的计划。一般来说，房屋建筑物具有混乱，建筑密度大，通风和照明不良，卫生条件差等特点。由于生态移民城镇的基础设施太弱，污水处理和收集能力差很多，卫生污水排放到附近的河流，造成当地水环境污染。此外，镇上的垃圾处理能力很差，通常情况下，这个城镇被垃圾包围。三是生态移民城镇建设资金不足。生态移民城镇通常位于经济发展水平低的贫困地区。这些地区的产业基础薄弱。而行业空心的问题也很突出。因此，资金短缺。

加快用于生态移民的特色城镇建设发展的对策

4.1生态移民城镇科学合理规划

以科学合理的方式实施生态城镇规划，对生态移民城市未来发展的研究，生态迁移城镇布局合理布置，生态移民城镇安置工作的综合工作来说是一个很好的计划。

在一定时期内发展生态移民城镇，是生态移民城镇建设和管理的重要依据。可以说，这是政策和科学性的工作。根据不同生态移民城镇的特点，综合应用经济，生态，生物工程等不同学科的理论，确定生态移民城镇的未来发展方向，规模布局。一是积极建设科学规范的城市建设体系，充分发挥行业重点突破，收集传播等作用，形成层层推进的城镇化发展格局。二是在每个生态迁移城镇科学地设定商贸区，居住区，学院和学院区娱乐。每片公共绿地应在镇上合理分配。按照城镇地形分布，全面建设绿地，促进从绿化镇到公园镇，生态城的生态移民城镇发展。
