智能交通产业是从产业经济学中的产业和产业化等概念基础上延伸来的。所谓“产业”,泛指各种制造提供物质产品、流通手段、服务劳动等的企业或组织。“产业化”指要使具有同一属性的企业或组织集合成社会承认的规模程度,以完成从量的集合到质的激变,真正成为国民经济中以某一标准划分的重要组成部分。产业化是一个动态过程,简单而言就是全面的市场化。它包括以下几方面要点:①是市场化经济的运作形式,计划经济不可能是完全的产业化;②重视分工,同时也是社会分工的一部分。产业化是随着产业革命,社会出现分工,专业化生产而产生的;③与资金有密切关系,产业化是把“货币”作为主要的媒介,社会的任何一部分,都不可能是封闭的,“交换”是必然存在的;④参与这项事业的人主要是为了利润。
2智能交通产业概念、特点及其产业化内涵
智能交通产业是在较完善的道路设施基础上,将先进的电子技术、信息技术、传感器技术和系统工程技术等集成运用于地面运输的实际需求,而建立起来的新型现代服务业。它是从传统的交通运输业衍生来的。交通运输业指使用运输工具或人力、畜力将旅客或货物送达
目的地,使其空间位置得到转移的业务活动。智能交通产业也具有高新技术产业特征。高新技术产业指那些以高新技术为基础,从事一种或多种高新技术及其产品的研究、开发、生产和技术服务的企业集合。智能交通产业是交通业与高科技产业的结合成果。智能交通产业带有交通运输业一般特征,但其有高科技的成分,是高附加值的服务,又有本身的特点:①ITS
的发展受市场和技术驱动;②涉及的组织、建设、运营部门繁多,技术面广,建设具有复杂性;③高投人、高风险、高利润的结合;④建设周期长,技术更新快。智能交通产业化的内涵可归结为:以市场为导向,以效益为中心,依托公共财政支持,在对交通运输业特别是城市交通的现代化改造中,依靠科技进步,对交通基础设施的建设与运营实行专业分工和规模经营,充分发挥智能交通系统的潜在效益。
3发展智能交通产业的策略
(I)加强ITS组织标准化和技术标准化工作。ITS建设和运营中涉及部门众多;同时是众多高新技术的综合体,具有高技术风险。某些投人使用的产品缺乏标准化,部分已实施的产品缺乏合理接口,多项产品的集成和匹配困难,远未达到预期效果,反而给使用者带来了很大不便L3J。标准化是实现交通系统科学和现代化管理的基础,是提高智能化交通产品的重要保证,当前智能交通系统刚刚起步,更应注重标准化。
(2)整合智能交通产业价值链,改善链上资源的优化配置和利用效率。智能交通产业价值链是以智能交通服务为最终目标的、相互关联的增值活动所组成的企业群。目前ITS各系统之间、系统产品开发和生产者与产品的使用者之间、系统服务提供者与顾客之间,相互独立、信息不共享,系统衔接方面各自为政,价值创造效率低下,未形成产业竞争力。因此,要关注智能交通产业链上企业间的关联关系和协同效应,关注怎样提高响应顾客需求的速度、如何减少链上企业间的非增值环节的时间占用和资金耗费,关注链上资源的优化配置和利用。通过智能交通信息共享和知识联盟产业价值链的整合策略,有效满足顾客需求,促进智能交通产业发展。
(3)拓宽融资渠道,保证充足资金投入。ITS的投入巨大,完全依靠国家投资智能交通产业远远不够;政府还需拓宽融资渠道,从以国家投资为主,转变为以国家、私营、外资并重的道路上来,鼓励非国有资金投入。由于管理体制、经营机制原因,非国有单位在推动技术进步和市场发展方面所具有的能量不可忽视,应看到这些企业对ITS发展的积极因素,并正确引导他们发挥作用。
(4)制定有利于智能交通产业发展的相关政策。智能交通产业的发展受技术驱动,往往某些关键应用技术成就了ITS的某项特定服务功能。但ITS又有着高风险的特征,众多以风险大小决定是否投资的企业在决策时对其未来产品和技术是否能够得到相应保护顾虑重重。为减少这种担忧,政府部门有必要在给予他们优惠投资政策的同时,还为ITS相关的研发机构和企业创造公平、开放的竞争平台;对自主研发、具有自主知识产权的产品加以重视和保护,鼓励并坚定他们投资的决心。
(5)加大创新力度,注重人才培养。ITS的发展要在消化吸收国际先进技术的基础上,搞好共性技术攻关,加快提高创新能力。目前除了要注重信息技术和交通工程研究外,还应捕捉世界新兴技术,加快新兴技术的研发。为此,必须注重培育、引进专业人才,不仅要培养出具有ITS研发、运营和维护的工程技术人才,还需培养懂ITS,能够将ITS产业化的高级管理和经营人才。
4结束语
相对于传统产业,智能交通领域是一个新兴的、潜力无限的巨大市场。智能交通产业化势在必行。在研究产业和产业化的概念后,给出了智能交通产业的概念,即智能交通产业是在较完善的道路设施基础上,将先进的电子技术、信息技术、传感器技术和系统工程技术集成运用于地面运输的实际需求,建立起来的新型现代服务业。本文从产业的角度,系统分析了智能交通产业的成本、风险和收益问题,研究了这一特殊产业的资金来源和收益者,最后提出了应对智能交通产业化的有效策略。
